Emergency Services/Crisis Support and Adult Crisis Stabilization Unit (CSU)
Program Description
The Harbor’s Emergency Services/Crisis Support program provides 24-hour crisis intervention counseling, assessment and referral services, and admissions to our crisis stabilization units to any and all individuals regardless of age, race, sex, or ability to pay.
The Harbor’s Emergency Services/Crisis Support program is divided into three areas:

Pasco County Coordination Center.
The Crisis Support area focuses on persons competent and voluntarily seeking crisis support. The Admissions component provides assessments and processes admissions of individuals who are in need of admission on either on a voluntary or involuntary basis due to a psychiatric crisis. The Pasco County Coordination Center acts as a resource to local area medical facilities in the referral of individuals to the most appropriate receiving facility under the Baker Act Transportation Exception Plan for Pasco County.
The Harbor’s adult CSU provides treatment to persons who have co-occurring mental health and substance abuse disorders. The Crisis Stabilization program provides a safe, therapeutic environment for medically stable adults who require 24 hour nursing care and supervision due to a mental health crisis. Admissions to this unit may be on a voluntary or involuntary basis based on Baker Act (FS Ch. 394) criteria. While on the unit the primary goal is to stabilize the crisis through psychiatric interventions by a psychiatrist and/or ARNP (advanced registered nurse practitioner).
Additionally, nurses and trained behavioral health technicians provide close observation and structured unit activities including psycho-educational groups, and skills trainings. Active discharge planning, which begins at admission, is offered seven days per week, so that as soon as the psychiatric crisis is stabilized the individual can return to their home in the community. If the individual does not have a home, or cannot return to the residence from which they came, focused efforts are made to find a suitable residence of their choice.
The Harbor’s CSU not only works closely with our Detoxification and Residential Substance Abuse Programs, but also has a formal agreement with Operation PAR to provide the continuation of methadone to persons on active methadone maintenance and in need of crisis stabilization.
